Key takeaways

The compliance admin burden, such as record-keeping, evidence collection, chasing documents and preparing reports, can often be outsourced, while responsibility and sign-off stay with you. Regulated firms keep accountability for outsourced functions. Hand off the preparation, keep the decisions, and make sure the provider meets the same data standards you do.

  • Outsource preparation and record-keeping; keep decisions and sign-off.
  • Regulated firms remain responsible for outsourced functions.
  • FCA firms must follow SYSC 8 when outsourcing.
  • Providers handling personal data need a processor contract.

Why is compliance admin growing for small businesses?

Because more activities carry record-keeping and evidence duties: data protection, anti-money-laundering checks, health and safety, sector regulators and client audits. Each rule adds a little paperwork, and in small businesses it usually lands on the owner or a senior professional, at the highest hourly cost in the business.

Which compliance tasks can be outsourced?

Tasks that follow a defined procedure and do not involve the regulated decision itself. They are often the most time-consuming part of compliance.

  • Chasing clients for identity documents and records.
  • Keeping registers, logs and training records up to date.
  • Checking files for completeness against a checklist.
  • Preparing evidence packs for audits and reviews.
  • Scheduling renewals and reminders.

What must stay with you?

Decisions, sign-off and accountability. Regulated advice, risk assessments, approving a client, signing off accounts and responding to regulators stay with qualified people in the business. Outsourcing moves the preparation around those decisions, not the responsibility for them.

What rules apply to regulated firms?

FCA-regulated firms must follow SYSC 8 on outsourcing, which requires them to remain fully responsible for outsourced functions, keep oversight, and not impair the FCA's ability to supervise. Healthcare providers handling NHS patient data must meet the Data Security and Protection Toolkit. Check your regulator's rules before outsourcing anything connected to a regulated activity.

What about data protection?

Compliance work often involves sensitive personal data, such as identity documents or health information. The provider is a processor under UK GDPR and needs a written processor contract, and an offshore team needs a valid transfer safeguard. Restrict access to what the task needs and check the provider's security controls.

How do you keep control of outsourced compliance admin?

Write the procedure, set clear escalation points, and review a sample of the work regularly. Keep an audit trail of who did what and when, and make sure records stay in your systems. A monthly report on completeness and outstanding items gives you oversight without doing the work yourself.

When should you not outsource compliance admin?

When the task cannot be separated from the regulated judgement, when your regulator or clients prohibit it, or when you cannot give secure, limited access to the records. In those cases, reduce the burden with better templates and systems, or hire in-house support.

How much time can outsourcing compliance admin return?

It depends on how much of the work is preparation rather than decision. In many professional firms, chasing documents, checking completeness and keeping records takes several hours a week per qualified person. At charge-out rates, those hours are worth far more than the cost of a support team, and moving them lets qualified staff review complete files instead of chasing incomplete ones.

What does this look like in practice?

A pattern we see in UK accountancy practices and brokers: qualified staff spend hours each week chasing identity documents and checking files before review. A managed team handles the chasing and completeness checks to a written checklist, and qualified staff review only complete files, with the decision and sign-off staying with them.

Compliance admin checklist

Use this before handing off compliance work.

  • List compliance tasks and who does them.
  • Separate preparation from decisions and sign-off.
  • Check your regulator's outsourcing rules.
  • Put a processor contract and transfer safeguard in place.
  • Write procedures with escalation points.
  • Review a sample and a monthly completeness report.
